William Sutton

Transportation Planner
Bethesda Office

As a Transportation Planner, William Sutton supports projects by collecting and analyzing data, creating GIS maps, conducting research, and writing reports.

Selected Experience

As a graduate research assistant for Virginia Tech, Mr. Sutton researched public policy initiatives including local climate change action plans, regional governance in risk assessment and identification, and sustainable development for natural hazards.  He managed course work and grading requirements for a class of 18 graduate students including the development of a new grading rubric that allows students to compare and contrast the differences and similarities between each student's GIS generated maps and written reports.  He communicated with local municipalities to collect GIS data and research the feasibility of incorporating local planning projects into the classroom.

As a planning intern at Blacksburg Transit, Mr. Sutton maintained transit shapefiles in ArcGIS leading to the development of updated transit shapefiles to implement on the town of Blacksburg's WebGIS server.  He regularly updated bus stop inventory database and created a published version leading to accessibility for all transit personnel.  He also assisted with comprehensive ridership study for transit route expansion by attending community interest meetings, maintaining ridership survey databases, developing maps illustrating ridership and route effectiveness, and presenting the results to the transit director.  Other professional planning experience has included:

·       City of Bristol, Virginia - critically evaluated downtown historic neighborhood through community surveying, housing stock inventory, transportation demand, and walkability analysis to generate recommendations for housing rehabilitation, open-space plans, and streetscape improvements.

·       City of Roanoke, Virginia - identified vacant parcels to produce maps, utilizing ArcGIS to identify infill development opportunities within historic downtown neighbors.

·       Floyd County, Virginia - developed corridor study of Route 8 within Floyd County to produce future develop-ability maps based on a comprehensive study of all land parcels, public participation through community mapping, focus groups, and survey of business owners, along with analysis of current and potential future markets.

·       Town of Blacksburg, Virginia - created and completed a walkability and streetscape analysis of downtown Blacksburg's Main Street corridor to identify areas for improvements.

·        Virginia Chapter of the American Planning Association - created and managed survey of all public planning agencies in Virginia to determine the role of technology in the work place, best practices of technology implementation, and the effectiveness of technology in public participation.
