Thomas E. Holsclaw

Thomas Holsclaw joined the KFH Group after a transit management and financial management career that spans more than three decades with the Maryland Transit Administration (MTA).  Since joining KFH Group, Mr. Holsclaw has continued to work with MTA, shifting his focus to helping the locally operated transit systems in Central Maryland to develop and improve, as the Regional Planner for this region.      

Selected Experience

Mr. Holsclaw’s extensive financial management experience includes 33 years in with the MTA, the 10th largest transit system in the country, as well as 10 years in auditor positions with two other Maryland agencies. Mr. Holsclaw’s MTA career began as Senior Auditor and advanced to the position of Assistant Deputy Administrator of Finance and Administration.  He has also served as Manager of Financial Management, Director of the Office of Administrative Services, and Manager of Financial and Statistical Analysis.  As Assistant Deputy Administrator, Mr. Holsclaw was tasked with overall responsibility for the Offices of Human Resources, Organizational Development, and Materials Management.

Mr. Holsclaw’s achievements include refinement of human resources recruitment processes, resulting in a reduction of MTA’s vacancy rate from historic levels of 5% to less than 3% and leading to improved service and annual overtime savings of $2.5 million; development of the “daily bus down report” allowing prioritization of parts orders, which resulted in a reduction of the number of buses out of service from historical levels of 20-30 to levels of less than 5 daily; oversight of the development and implementation of the MTA’s driver recertification program for bus and rail operators; facilitation of the MTA’s migration of its medical benefits program to self-funding which resulted in one-time savings of $3.5 million plus ongoing savings of $1.0 million annually; and development of the initial phase of MTA’s State Stat program which has lead to the increased usage of statistics as a gage of performance.

Since joining the KFH Group, Mr. Holsclaw has served as Regional Planner for the Central Maryland Region, responsible for grants management, compliance oversight, technical assistance, and coordinated planning of locally operated MTA- and FTA-funded transportation services throughout the region.
