Group Staff Kenneth I. Hosen Vice
President Ken Hosen is a transportation planner
and operations expert with more than 30 years of research and practical
experience in managing and planning for transit systems of all sizes. His background includes paratransit
management and planning, human services transportation management and
planning, rural and small urban transit systems, project evaluation,
technology research and procurement, and writing practical guidebooks for
transit professionals. Mr. Hosen is
also a nationally recognized trainer, with hands-on transportation management
and operations experience in both public and private sector. He served on the Certification Council of
the Community Transportation Association of America (CTAA), and is a member
of the Access Committee of the American Public Transportation Association
(APTA). He holds a Master’s Degree in
Community and Regional Planning from the University of Texas in Austin. Selected Experience Small Urban, Rural and Suburban Public
Transportation: Mr. Hosen has
worked with well over 100 small urban, suburban and rural transit systems in
a variety of capacities. He has
completed over 60 transit plans in rural and small urban areas in over 20
states including Texas, North Carolina, Virginia, Arkansas, Ohio, Maryland,
Vermont, Idaho and Michigan. He has
conducted planning efforts for many small urban systems including Texarkana,
Denton, Lower Rio Grande Valley, New Braunfels, Temple and Killeen, in Texas,
Little Rock, Arkansas, Rutland, Vermont, Loudoun County, Virginia, North
Carolina’s Outer Banks, and many other locations. He has conducted fixed route plans,
feasibility studies, implementation plans and traditional transit development
plans. Paratransit Management and Operations: Mr. Hosen has more than 30 years experience
operating paratransit and providing assistance to public and private transit
operators, planners and policy makers on all levels of government and
throughout the country. He has
directed over 50 paratransit planning studies nationwide in some of the
smallest and largest systems in the country.
His direct operations experience includes driving taxicabs in New York
and Boston, driving fixed-route buses, and managing two paratransit
systems. He has developed Requests for
Proposals for private for-hire vehicle operators in many cities and was
instrumental in implementing the Taxi Access program in Baltimore. Mr. Hosen also has significant experience
in the evaluation/assessment of urban paratransit programs; he has conducted
performance reviews for paratransit systems in Austin, Baltimore, Charlotte,
Corpus Christi, Hartford, Jacksonville, Minneapolis/St. Paul, Reno,
Sacramento, Orange County, California, and other locations. Public Transit and Human Service
Transportation Coordination: Mr. Hosen has been in the forefront
of coordination since the early 1980s when he managed and coordinated a
30-county Medicaid Transportation program in Texas. Since that time he has worked on over 50
coordination projects from one or two vehicle systems in Idaho, to
coordinating paratransit in Orange County, California to managing the
development of the Texas Department of Transportation Public Transit Business
Plan. He was Project Manager for
statewide coordination efforts in Arkansas, Idaho, Texas, and Virginia, and
was involved in similar projects in Georgia, Pennsylvania, and Vermont. Mr. Hosen has conducted or participated in
local coordination efforts in Arkansas, California, Connecticut, Florida,
Georgia, Idaho, Maryland, Massachusetts, Michigan, Minnesota, North Carolina,
Ohio, Pennsylvania, South Carolina, Texas, Vermont, and Virginia. In addition to his hands-on experience and
consulting, he has conducted national transit and coordination research
projects for the Transit Cooperative Research Program (TCRP). Paratransit Technology Applications and
Procurement: Mr. Hosen
is a national leader in the application and procurement of technology for
paratransit, including paratransit software, Mobile Data Terminals and
Automatic Vehicle Locator (AVL) technology.
He has assisted some of the largest systems, including those in Austin
(TX), Orange County Transportation Authority (CA), and Baltimore’s Maryland
Transit Administration, as well as some of the smallest (Hunt County, TX and
Maui, HI). Mr. Hosen has developed
technology specifications and managed procurements for 15 systems and two
states (Maryland and North Carolina).
He has developed specifications for and assisted in procurements for a
variety of software, mobile data terminals and AVLs. He has also participated in a number of
national research studies on the use of paratransit software and other
technologies. Development and Conducting of Training
Programs: Mr. Hosen has conducted a wide variety of
training programs in 20 states for local, state, and national
organizations. The programs he has
developed and conducted include:
Business Planning for Transit, New Funding Sources, Dispatcher
Training, Planning for Transit, Paratransit Management, Sensitivity and
Passenger Assistance training, Understanding Technology as well as other specially
tailored training classes. Participants
include managers at all levels, supervisors, planners, dispatchers, and
drivers. His training programs are all
original and draw upon actual first hand experiences at over 150 transit
systems (including many taxi companies) as well as national research. National
