Group Staff Jason Quan Senior
Transportation Planner Jason Quan is a senior transportation
planner with 14 years of research and practical experience in transit and coordinated
transportation services planning, bus stop facilities assessments,
operational and performance evaluation, research and analysis, data
collection, database development, and Geographical Information System (GIS)
and intelligent transportation systems (ITS) applications. Selected Experience Transit and Coordinated Transportation
Services Planning: Mr. Quan has planned local transit
and human service transportation coordination services in Maryland, Michigan,
North Carolina, Ohio, Texas, Vermont, and Virginia. He was Project Manager to develop plans for
Queen Anne’s and Washington Counties, Maryland, the Two Rivers-Ottauquechee
region in Vermont, and Ottawa and Shelby Counties, Ohio, and was assistant
project manager for plans in Randolph and Davidson Counties, North
Carolina. Mr. Quan also managed a
project for the Department of Social Services to estimate the short-term need
for transit work trips by its Transportation Assistance to Needy Families
(TANF) clients and developed the JOBS transportation program in Washington
County, Maryland. Bus Stop Facility Assessments: Using GIS and Global Positioning System
(GPS) technology, Mr. Quan has managed projects to inventory, assess, and
recommend/prioritize improvements for bus stops of the Washington
Metropolitan Area Transit Authority based in Washington, D.C. (over 8,000 bus
stops across six jurisdictions), Corpus Christi Regional Transit Authority in
Corpus Christi, Texas (1,400 stops), Ride-On in Montgomery County, Maryland
(5,400 stops), Arlington County, Virginia (1,000 stops), and Maui,
Hawaii. As a result of Mr. Quan’s
project for Montgomery County, the County received $11 million spread over
five years to make all of the necessary safety and accessibility improvements
at each bus stop. Other Technology Applications: Mr. Quan assisted transit systems in
Maryland and Texas in the implementation of Advance Vehicle Locators (AVL),
Mobile Data Terminals and Computers (MDTs and MDCs), and scheduling and
dispatching software. He developed
automated operational monthly summary reports for 14 departments the Maryland
Transit Administration (MTA), and also developed a relational database for
MTA to centralize the storage of operating data from the locally operated
transit systems. Mr. Quan has extensively
used GIS applications to plan transit services as well as coordinated human
service transportation. National Transit Research and Technical
Assistance: Mr Quan’s
national-level project experience includes: · Developed and
deployed a web-based survey to capture compensation data from transit systems
for Transit Cooperative Research Program (TCRP) Project F-12: Employee Compensation Guidelines for
Transit Providers in Rural and Small Urban Areas (under way) · Developed and
deployed a web-based survey for TCRP Project H-34, Local and Regional Funding Mechanism for Public Transportation
(underway) · Conducted
significant portions of the literature review and helped develop the
guidebook for TCRP Project A-28, resulting in TCRP Report 125: Guidebook for Mitigating Fixed-Route
Bus-and-Pedestrian Collisions · Created the
database of accessible public and private transportation services nationwide
that became Easter Seal Project ACTION’s National Accessible Travelers
Database · Researched and
analyzed the cessation of driving by older drivers and the mobility
consequences of stopping driving for the National Highway Traffic Safety
Administration · Researched and
analyzed existing transportation options in transporting End Stage Renal
Disease patients to dialysis facilities for the Department of Health and
Human Services |
