Group Staff Joel Eisenfeld Senior
Transportation Planner Joel Eisenfeld is a transportation
planner with 14 years of experience concerning policy, operations and administration
of public transit services and human services transportation at the local,
state, and federal government levels.
His areas of expertise include fixed route transit and paratransit
planning, operations, system design, needs assessment, operational and
performance evaluation, human service transportation coordination,
development of state program management and policy, and data reporting and
monitoring. Selected Experience Transit Management, Operations and
Planning: Mr. Eisenfeld has managed many local and
regional planning studies for improving transportation services and providing
assistance to public transit operators and policy makers. Mr. Eisenfeld was assistant project manager
for a study that examined the feasibility of creating a joint regional entity
to provide public transportation in the greater Williamsburg area. He has also worked on the analysis of
benefits and the allocation of costs for the Central Maryland Transit
Cooperation Project, as well as the Lower Shore Reorganization project in
Maryland. Statewide Program Management, Program
Development and Plans: Mr.
Eisenfeld has developed considerable experience in program development at the
state level. He was assistant project
manager in developing two manuals for the Maryland Transit Administration
(MTA): the Standard Operating Policies and Procedures Manual and updating the
Locally Operated Transit Systems (LOTS) Program Manual. In addition to these efforts, he provided
project support for a comprehensive evaluation of the Georgia Rural Public
Transportation Program. Mr. Eisenfeld
was the co-project manager in the development of Maryland’s Regional
Coordinated Plans and Virginia’s Coordinated Human Service Mobility Plans for
SAFETEA-LU. Additionally, he worked on
the development of statewide rural and small urban Six-Year and Twenty-Year
Transit Needs for Virginia Department of Rail and Public Transportation. State-Level Transit Programs: Mr. Eisenfeld possesses considerable
knowledge of statewide planning issues and requirements through his work at
the MTA, as well as through his career within both local government and the
private sector. As a Regional Planner
for the MTA, he was responsible for developing, evaluating, approving, and
monitoring federal and state funded operating and capital grant applications
for seven LOTS. He provided technical
assistance to these systems which included recommending service changes, fare
changes, capital equipment purchases, evaluating and assessing federal
regulations, as well as managing the required five-year Transportation
Development Plans. |
