Frederic D. Fravel

Fred Fravel is a transportation planner with almost 30 years of experience in transit planning and policy development.  His background includes intercity bus planning and research, coordination and consensus building, state-level transit planning and program development, human service transportation coordination, and local public transportation operational and facility planning in both rural and urban areas.  In addition to local and statewide public transportation planning projects, Mr. Fravel has led a number of transportation research projects for the Transit Cooperative Research Program (TCRP) and the Congressional Office of Technology Assessment (OTA).  He serves on the Transportation Research Board (TRB) Committee on Rural Public and Intercity Bus Transportation, and is a member of the American Planning Association, Transportation Planning Division.

Selected Experience

Intercity Bus Planning and Research:  Mr. Fravel is a nationally-recognized expert in the intercity bus industry, and has served as the project manager or principal investigator for over 30 intercity bus planning studies.  These studies have included the full spectrum of the industry, everything from route-level bus route planning to Congressionally-mandated policy studies.  Mr. Fravel has conducted statewide intercity bus studies in Colorado, Georgia, Nebraska, Michigan, Minnesota, New Hampshire, North Carolina, Ohio, Pennsylvania, Texas, Vermont, Virginia, and Washington, addressing service and facility needs, program design, performance measures, intermodal connectivity, and funding.  At the national-level, he completed studies as an industry expert for the American Bus Association, Greyhound Lines, the Office of Technology Assessment of the U.S. Congress, the U.S. Department of Transportation, Office of the Secretary, and the Interstate Commerce Commission.  As a consultant to the Motor Carrier Rate-Making Study Commission of the U.S. Senate, he assisted in the development of their reports to Congress on the impact of bus deregulation on rural areas and the elderly, and on the role of antitrust immunity in bus rate-making. 

Local Transit and Transportation Services Planning:  Mr. Fravel has almost 30 years of experience in developing local transportation services including fixed-route services, paratransit, and coordinated human service transportation.  He has directed more than 50 transit development plans in communities ranging from rural to suburban to large urban areas, including cities and counties in Georgia, Maryland, North Carolina, South Carolina, Vermont, and Virginia.  Many of these projects addressed developing specialized transportation solutions and increasing coordination of such services with more generalized public transportation services.  

Statewide Planning Projects:  In addition to his extensive statewide intercity bus planning experience, Mr. Fravel has managed and participated a number of other statewide projects, including a review and evaluation of Georgia’s rural transit program, a statewide public transportation policy plan for Vermont, and a needs assessment and six-year plan for the rural, small urban, specialized, and intercity bus programs in Virginia.  Mr. Fravel played a major role in Maryland’s transportation coordination program, including work on developing a coordination manual, regional coordination workshops, and development of local plans addressing specialized transportation needs.  He also led firm’s work on the Maryland Comprehensive Transit Plan.  He is currently involved in the United We Ride planning effort in Georgia, working at the state level to increase state program coordination.

Facility Assessment and Planning:  Mr. Fravel has directed a number of facility assessment and planning projects, including a study for the Texas Department of Transportation to inventory intercity bus facilities statewide and develop a policy plan for future facility investment, a study for Greyhound Lines and the Pennsylvania Department of Transportation to inventory intercity bus facilities statewide and develop a policy plan for future state and carrier investment, and a project to develop a statewide intermodal services plan for the State of New Hampshire, including a plan and policies for park and ride lots, commuter bus services, intercity bus services, and intermodal facilities.  Mr. Fravel was the Project Manager on the feasibility work for the Central Maryland Transit Operations Facility, currently anticipated to be located on Fort Meade property.

National Transit Research and Technical Assistance:  Mr. Fravel’s national-level project experience includes:

·         Principal Investigator for TCRP Project B-37:  Estimation of Demand for Rural Intercity Bus Services (underway)

·         Principal Investigator for TCRP Project B-21, resulting in TCRP Report 79: Effective Approaches to Meeting Rural Intercity Bus Transportation Needs

·         Principal Investigator for TCRP Project J-6 Task 33, resulting in TCRP Web Document 13: Cost of Meeting Accessibility Requirements for Over-the-Road Buses

·         Lead author on consulting reports to the Office of Technology Assessment on the issues associated with the provision of accessible intercity bus service

·         Contributed to TCRP Project G-5, resulting in TCRP Report 54: Transit Manager Tool Kit for Rural and Small Urban Transportation Systems.
