Elisabeth R. Fetting

Elisabeth (Lib) Fetting is a transportation planner with 20 years of research and practical experience in transit planning, operations and research.  Her background includes the development of plans and studies for local transit, regional coordination studies, performance assessment, human service transportation coordination, college transportation, intercity bus, facilities, state-level programs, and Medicaid transportation.  Ms. Fetting has recently passed the American Institute of Certified Planners (AICP) Comprehensive Planning Examination (May 2009).

Selected Experience

Local Transit Plans and Management Performance Reviews:  Ms. Fetting has extensive experience in the preparation of rural and urban Transportation Development Plans (TDPs) and Management Performance Reviews (MPRs), having completed several in North Carolina, Maryland, and Virginia.  Ms. Fetting is currently completing a Transit Development Plan for the Fayetteville Area System of Transit (FAST), having completed an MPR for FAST in 2008.  The 2008 MPR discovered that the City needed to increase its investment in FAST and the City Council voted to do so in the FY2009 and FY2010 budgets.  In Virginia, Ms. Fetting is nearing completion of a Transit Services Plan for the Winchester-Frederick County Metropolitan Planning Organization. This plan includes recommendations for expansion of the local fixed route transit system in the City of Winchester, as well as rural demand response services, local and regional corridor services, and improved commuter infrastructure.  Ms. Fetting is also working on a Technical Planning Study for Williamsburg Area Transport, which has included extensive rider surveys as well as route planning assistance.

Coordination and Consolidation Studies:  Ms. Fetting has directed and participated in a number of coordination studies, some of which involved single counties and others that were multi-jurisdictional.  In 2008 Ms. Fetting was the Project Manager for the Western Piedmont Regional Transportation Implementation Study, which resulted in the creation of the first urban-rural, multi-jurisdictional transit authority in the State of North Carolina.  Ms. Fetting also led the development of the Washington County, Maryland Transportation Coordination Plan. This plan resulted in the development of a new human service coordinated transportation program, aimed at assisting local human service agency programs and area residents with mobility limitations.  Ms. Fetting was also involved with the development of the State of Maryland’s Coordinated Human Services Transportation Plan, serving as the project manager for the Western region, including Frederick, Washington, Allegany, and Garrett Counties.  She was also involved as the project manager for the East and West regions of the Arkansas Public Transit-Human Services Coordinated Transportation Plan.  Ms. Fetting has also prepared coordination plans for counties in Michigan, Texas, and Virginia.  She was also a co-author of the Maryland Coordination Manual.

Technical Assistance:  Ms. Fetting is currently the editor and primary author for the Maryland Transit Update, which is a quarterly newsletter that highlights community transportation news and events for the Maryland Rural Transit Assistance Program and the Transportation Association of Maryland.  Earlier in her career, Ms. Fetting worked on the New York State RTAP program as well as the National RTAP program.

College Transportation:  Ms. Fetting was the project manager for the Colltown Transportation Study, which looked at ways to provide transportation services among 12 colleges and universities as well as other points of interest in the Baltimore, Maryland area.  The study included a survey of 1,600 college students and the writing of a draft Request for Proposals to solicit a contractor to provide transportation to some of the schools that were not served by the public transit system.  Ms. Fetting also provided route planning guidance for Shuttle-UM, the transit system of the University of Maryland.  She completed a Master’s Thesis entitled, “Characteristics of and Demand Estimation Techniques for University Transit Systems.”  

 

Intercity Bus Studies:  Ms. Fetting participated in the New Hampshire Intermodal Transportation Study, the focus of which was to provide recommendations for the improvement of the park and ride, intercity bus, and commuter bus network in the State of New Hampshire.  She also participated in the Statewide Assessment of Texas Intercity Bus Facilities and Needs and the Pennsylvania Intercity Bus Facilities and Needs Study. Ms. Fetting also surveyed State Section 5311 program managers, state rail program managers, and intercity bus carriers to collect data on effective intercity bus projects for the Transit Cooperative Research Program’s Project B-21: Effective Approaches to Meeting Rural Intercity Bus Transportation Needs. 

National Transit Research and Program Evaluation:  Ms. Fetting’s national-level research experience includes:

·       Participated in TCRP Project F-12, resulting in TCRP Report 127: Employee Compensation Guidelines for Transit Providers in Rural and Small Urban Areas

·       Participated in NCHRP Project 20-65(7), resulting in NCHRP Research Results Digest 314: State DOT Staff Resources for Administering Federal Public Transportation Programs

·       Compiled a survey of state Medicaid agencies, state transit departments, and public transit providers to discover innovative coordination mechanisms as part of Transportation Cooperative Research Program (TCRP) Project J-7 (Topic SB-13), resulting in TCRP Synthesis 65: Transit Agency Participation in Medicaid Transportation Programs

·       Managed project for the American Public Works Association (APWA) to conduct a survey and analysis of both the national and state components of the Federal Transit Administration’s Rural Transit Assistance Program in 1994 and again 2002, published by APWA as Rural Transit Assistance Program at Work - The State of the States

Community Planning:  As a volunteer citizen planner, Ms. Fetting was an appointed member of the Frederick City, Maryland, Planning Commission in 2003 and again from 2006-2009.  She was also a member of the Frederick County Transit Services Advisory Committee from 2007-2009.
