Dorothy Hersey

Senior Transportation Planner
Bethesda Office

Dorothy Hersey is a transportation planner with over 15 years of research and practical experience in transit planning, operations and research.  Her background includes transit services planning, transit management performance assessment, human service transportation, rural transit, university transit, and Americans with Disabilities Act (ADA) paratransit operations.  Ms. Hersey is currently serving as a regional planner for the Maryland Transit Administration (MTA).

Selected Experience

Transportation Development Plans and Management Performance Reviews:  Ms. Hersey has extensive experience in the preparation of Transportation Development Plans (TDP) and Management Performance Reviews (MPR), Maryland, North Carolina, Vermont, and other states.

Transportation Operations and Training:  Ms. Hersey has 13 years of transit management and operations experience in both rural and large urban areas.  She has also conducted significant research of training programs of community transportation systems in Maryland and assisted in the development of a training manual to be implemented statewide.  The project included an element related to certification processes to be managed through the Rural Transit Assistance Program. 

Senior and Child Transportation:  Ms. Hersey was the project manager for a child transportation study in Craven County, NC through the Smart Start program.  This study helped to identify gaps in services for children and working mothers, and to identify local resources that could be tapped into to meet these needs.  Ms. Hersey has conducted research and best practices reviews in support of alternative methods to improve senior transportation for the Northern Virginia Transportation Coalition and for Cobb County Georgia.  This research included a review of travel training programs, volunteer services, senior marketing efforts, and subsidized taxi programs.

Data Management and Interpretation:  Ms. Hersey has been involved in the review of operating data for the Maryland Transit Administration’s Mobility Americans with Disabilities Act paratransit services including assessing the accuracy of operations data provided by service providers as well as evaluating and assessing liquidated damages and performance incentives.  Ms. Hersey was responsible for populating the initial database of community transportation providers in Maryland required by the National Transit Database.
