Daniel Dalton

Senior Transportation Planner

Dan Dalton is a transportation planner with over 15 years of experience at the local, state and national levels in the operations and administration of public transit services and human services transportation, and has an additional 11 years in the transportation industry.  His background includes statewide and local coordination efforts, mobility management activities, training and technical assistance, service planning, operations management, and program development and evaluation.  Mr. Dalton is a graduate of the University of Maryland, and serves as vice-chairperson for the transit system’s board of directors in his home county.

Selected Experience

Public Transit, Private Transportation, and Human Service Transportation Coordination:  Since joining KFH Group in 2006, Mr. Dalton has played a major role in the development of coordinated public transit-human services transportation plans required by the SAFETEA-LU legislation, serving as Project Manager for regional plans in Arkansas, Idaho, Maryland, and Virginia.  The planning process in each of these projects included development of strategies to improve to improve coordination of services, including though mobility management efforts. He also served as Project Manager in the development and delivery of the Michigan Coordinated Transportation Planning Workshops for local agencies charged with the development of coordinated public transit-human services transportation plans. 

Mr. Dalton participated in the development of a statewide coordination model for Virginia, working with a state-level interagency transportation council.  He also assisted Virginia in the development of a successful application for a Federal Transit Administration (FTA) United We Ride State Mobility Management Grant, and will be participating in the implementation of this grant.  This work will include strengthening the impact of regional mobility management efforts and creating a Virginia-specific Mobility Management toolkit.

Mr. Dalton is currently serving as Project Manager for the Taxicab, Limousine & Paratransit Association (TLPA) training seminars that equip private operators with the knowledge, skills, and abilities to more fully participate in the transportation planning process.  Eleven of these seminars have been conducted throughout the country.  Supplementing these seminars, he has written several articles for TLPA’s Transportation Leader magazine to assist private transportation operators in the transportation planning process and to provide private transportation providers with ideas for their possible involvement in mobility management activities.  More information can be found at http://www.tlpa.org/meetings/fta/index.cfm. Mr. Dalton is also working with TLPA and FTA on a guidebook that will help private transportation operators with their involvement in coordination efforts in their communities and on a brochure that will help transportation planners engage private transportation operators in the planning process. 

With the Maryland Transit Administration (MTA), Mr. Dalton led the state’s efforts to improve the coordination of human service transportation.  Working with the Maryland Coordinating Committee for Human Services Transportation, he initiated and oversaw coordination efforts in various regions and counties and administered grants in support of initial coordination activities.  In 2004, Maryland’s coordination efforts were recognized by the Federal Government with a United We Ride State Leadership Award.  Mr. Dalton has served on several national committees exploring methods to improve coordination, and at Easter Seals Project ACTION (ESPA) served as a State Ambassador through the United We Ride initiative. 

Transit Management, Planning and Administration:  Mr. Dalton is currently participating in the development of Community Transportation Service Plans for Watauga and Wilkes Counties in North Carolina.  He recently served as Project Manager for a Transit Development Plan in Charles County, Maryland, and a Transit Service Plan for Radford University/City of Radford, Virginia.  Mr. Dalton recently developed a paper on mobility, accessibility, and connectivity as part of VTrans2035, Virginia’s Long-Range Multimodal Transportation Plan (http://vtrans.org).  As the assistant director for Transit Services of Frederick County, Mr. Dalton planned, implemented, and evaluated public transit services in a small urban/rural area.  

Accessible Community Transportation:  Mr. Dalton recently participated in the development of a plan for implementing accessible taxis services in the Boise, Idaho area.  At ESPA, Mr. Dalton coauthored Moving Forward Together: A Workbook for Initiating and Increasing Accessible Taxi Services in Your Community.

Training and Technical Assistance:  In addition to his work with transportation providers at the KFH Group, with ESPA Mr. Dalton provided training and technical assistance to public transit agencies, human service organizations, private transportation providers, and others in their efforts to coordinate services, improve accessibility, and expand mobility options.  He facilitated training sessions across the country as well as at the ESPA Mobility Planning Services Institute.  Mr. Dalton’s national experience includes:

·       Serving as faculty for the Community Transportation Association of America’s (CTAA) 2008 Coordination Institute

·       Presenting at national conferences of TLPA, CTAA, the American Public Transportation Association, the American Bus Association, and the Transportation Research Board. 

·        Presenting at a variety of local and statewide transportation conferences in Arkansas, Maryland, Michigan, South Carolina, Virginia, and Wisconsin.    

Program Administration, Development and Evaluation: Mr. Dalton has extensive experience with state level funding programs, including the development of New Freedom and Job Access and Reverse Commute (JARC) Program applications for Maryland and Virginia.  At the MTA, he developed, administered, and evaluated the state’s JARC Program.  For ESPA, Mr. Dalton developed a workbook that allows human service agencies to more easily identify their transportation expenses, revenues, and performance outcomes.  Human service organizations have reported that this resource has allowed their agencies to make more informed decisions about their future in the transportation business, and is available through the ESPA Website.
