Specialized transportation and coordination Through many studies of specialized
transportation, including services for the elderly, individuals with
disabilities, lower income, and other transportation disadvantaged persons,
our studies have addressed local, regional, and state-wide services
structures, involving a wide range of providers, and ways to better
coordinate services. Important to many
of such studies is an understanding of the differing approaches to costing
services, given agency or provider objectives and funding sources, so that
full costs can be analyzed |

Public transportation services planning For more than 50 urban areas, small cities
and rural areas, we have completed Transportation Development Plans (TDPs),
strategic plans, or detailed transit service plans, which have included
transit needs analysis, transit service potential, analysis of current
services, performance assessment, ridership demand forecasting, development
of alternatives, fare analysis, costing of alternatives, preparation of
budget forecasts, capital and facility needs assessment and planning,
organizational and institutional planning, and implementation plans. |

ADA
paratransit coordination and compliance
These efforts have included training for
fixed-route access, complementary paratransit services, Americans with
Disabilities Act (ADA) paratransit eligibility and certification, service
coordination with human service transportation, and intercity and commuter
bus accessibility for a range of client agencies. |

The KFH Group has worked in a wide variety
of capacities related to taxi service.
Examples of projects include assisting with implementation of accessible
cabs in Washington, D.C. through a New Freedom grant, developing the Taxi
Access program in the Baltimore area, assisting the rural transit system in
Texarkana, Texas, in developing late night taxi service through a JARC grant,
conducting training and technical assistance for the Taxicab, Limousine &
Paratransit Association (TLPA), and developing implementation and financial
plans for accessible taxis services in the Boise, Idaho area. |

Paratransit planning and performance
evaluation Through studies in major metropolitan regions,
small urban cities, and rural areas, we have conducted needs analysis, demand
forecasting, development of new service plans, costing, implementation
planning, and organizational issues for general public and specialized
paratransit programs. |

Bus stop facilities inventory, assessment
and improvement planning KFH Group has inventoried, assessed, and
recommended improvements for over 15,000 bus stops in the following jurisdictions:
Alexandria, Arlington County and the Cities of Alexandria, Fairfax, and Falls
Church, Virginia; Corpus Christie, Texas; Maui, Hawaii; Montgomery County and
Prince George’s County, Maryland; and Washington, D.C. Our assessments and recommendations focused
on pedestrian safety, accessibility for people with disabilities, passenger
amenities, and signage information. |

research and program development
For over 25 years, KFH Group Principals and
staff have been performing transit research studies encompassing national,
federal, and state interests. We have
developed toolkits and users guides, including efforts for a number of
Transportation Research Board projects under the Transit Cooperative Research
Program (TCRP) and National Cooperative Highway Research Program (NCHRP). |

Transportation Systems” technology From studies ranging from development of specifications
for computerized scheduling software and Mobile Data Terminals (MDT),
software procurement, implementation of Intelligent Transportation Systems
(ITS) strategies, and training for management and staff of urban and rural
paratransit programs, KFH Group has developed a strong background in advanced
technologies for paratransit services. |

seminars for transit managers, operators, and users We have prepared and presented training
seminars on topics ranging from dispatcher training, advanced technology for
scheduling and dispatch, sensitivity training and user training to enable
persons with disabilities to utilize fixed-route transit, service planning,
and performance evaluation for state transit associations, the Community
Transportation Association of America (CTAA), and state departments of
transportation, among others. |

Intercity bus planning and policy analysis KFH Group has
a recognized expertise in the intercity bus industry, including analysis of
industry trends, regulatory issues and policy, linkages with rural public
transportation, intermodal connectivity, accessibility, and facility and
terminal assessment and improvement, through statewide studies, federal
research projects, and assistance to private carriers. |

Welfare-to-Work transportation planning Through
statewide and community-level studies on transportation for welfare-to-work
and job access, KFH Group has developed innovative Geographic Information
Systems (GIS) tools to depict locations of work-ready individuals and
work/training sites overlaid with transit routes to maximize transit
utilization. We have also prepared service and organizational plans for
reverse commute services connecting inner-city neighborhoods with suburban
employment and have or are preparing statewide Job Access and Reverse Commute
plans in Maryland, Delaware, and Vermont. |

Statewide planning, policy, and needs
assessment The KFH
Group and Principals have conducted statewide studies for a number of states,
focusing on community-level transportation, suburban and rural areas,
intercity bus services, paratransit programs as well as statewide transit
policy and funding. These have
included studies in Maryland, Vermont, Ohio, Virginia, Michigan, New Jersey,
Nebraska, Delaware, and Georgia. |

transportation costing studies, fare policy and pricing analysis Based on various cost and financial
planning studies as well as through TDPs, we are well-versed in cost
allocation formulas, fare and pricing sensitivity studies, and funding policy
analysis. |

Planning for suburbanizing areas In a
number of studies, including those for Little Rock, Arkansas and Denton,
Texas, we have assisted transportation programs make the transition from
rural to suburban, where hybrid forms of transit or paratransit may be the
most appropriate to meet emerging needs. |

College and tourist transit area and
parking plans For
tourist communities such as Williamsburg, Virginia and college campus
settings including a consortium of 12 colleges in the Baltimore area, we have
developed comprehensive plans to develop and encourage transit, including
parking pricing with shuttle service design. |

Technical assistance to transit
operators Through
Federal or state programs such as the Rural Technical Assistance Program
(RTAP), Multi-State Technical Assistance Program (MTAP), and other Federal Transit
Administration-funded technical assistance programs, KFH Group has staffed
hotlines, developed newsletters, managed conferences, administered lending
libraries of training and other materials, and provided direct short-term
assistance on particular issues such as fare policy or needs analysis. |
