Statewide Transit Planning Services for the Maryland Transit Administration

 

KFH Group has been the prime contractor for several three-year task order agreements to provide transit planning services for the Maryland Transit Administration.  Projects conducted under these contracts contract include state and regional coordination plans, local transportation development plans, triennial and compliance reviews, regional ITS demonstration assistance, and assistance to MTA’s Mobility Paratransit division in the areas of data collection, compilation and quantitative analysis.

Intercity and Rural-To-Urban Public Transportation Network Plan for the Washington State Department of Transportation

 

KFH Group prepared the statewide intercity and rural-to-urban bus plan for the Washington State Department of Transportation.  This comprehensive effort involved a complete inventory of intercity services, an assessment of need based on demographics and population density, identification of key potential destinations, examination of changes in the network over time, and an extensive outreach effort to rural and urban transit operations, regional planning agencies, human service agencies, Medicaid transportation brokers, and private for-profit intercity bus and airport service providers.  The plan provides a basis for funding intercity projects, including rural feeder services.

Business Plan Development Services for the Public Transportation Division, Texas Department of Transportation

 

KFH Group, in conjunction with Cambridge Systematics, developed a Business Plan for the TxDOT Public Transportation Division including planning, coordination, and allocating resources for the provision of statewide public transportation services.  The purpose of the plan was to integrate public transportation planning and other TxDOT division planning processes; achieve cost effective use of local, state, and federal resources; demonstrate internal and external operational efficiencies and improve performance; ensure improved services and communications to all customers and stakeholders; and develop recommendations for an administrative structure which will ensure that future operations and funding streams are transparent to the people who use the services.  The business plan includes a strategic plan, a review of best management practices at other state public transit divisions, an operational review of the division, and ultimately an operational plan for change.

Arkansas Coordinated Public Transit-Human Services Transportation Plans for the Arkansas Transit Association and Arkansas Highway and Transportation Department

 

The KFH Group is conducting five regional coordination plans to meet the coordination requirements of SAFETEA-LU in Arkansas.  This planning process meets all FTA requirements and includes  an extensive outreach effort in each region, a detailed review of  demographics and land uses to assist in the identification of needs; a review of existing services and the current level of coordination; the development of strategies and service alternatives.  The final product will be a detailed report addressing a wide variety of coordination projects that will lead to the goal of more and better service.

Bus Stop Facility Inventory and Monitoring for Montgomery County, Maryland’s Department of Works and Transportation

 

KFH Group conducted a full inventory of all 5,500 bus stops, transfer centers, and park and ride lots in the County.  Utilizing electronic hand-held units, KFH Group geospatially mapped the location of each bus stop and collected information on accessibility, safety, amenities, and signage.  We assessed each bus stop, made recommendations for improvements, and developed an implementation plan for the improvements.  KFH Group is currently monitoring the implementation of the recommendations.

Paratransit Performance Review and Plan for Baltimore’s Maryland Transit Administration

 

KFH Group conducted a full performance review and five year plan for the Baltimore Americans with Disabilities Act paratransit program.  This study included a detailed performance review of all aspects of the program which included operations, planning, eligibility certification, and paratransit software.  Coordination of services with Medicaid and other agencies was an essential component.  KFH Group provided significant hands-on assistance to ensure that the recommendations were followed.  As part of this study, the KFH Group completed a five year plan to determine the future direction of the program.

Management Practices at Small Urban and Rural Public Transportation Systems for the Transportation Research Board, Transit Cooperative Research Program

 

Under the TCRP G-5 project, the KFH Group team identified an array of management principles and techniques for use by small urban and rural systems, to assist in managing their transportation services and to develop an easy to use toolkit for transit managers.  The toolkit includes guidance for the small transit manager on a new way of thinking about managing their transit system -- focusing on the needs of customers, who are the riders, and potential riders in the community.  It is organized around customer service attribute categories (reliability, safety/security, convenience and accessibility, comfort and cleanliness, understandability, affordability, and empathy) and includes a comprehensive glossary and bibliography.  This toolkit was published as TCRP Report 54: Transit Manager Tool Kit for Rural and Small Urban Transportation Systems.

Short-Range Transit Plan for Durham Area Transit Authority and the City of Durham, North Carolina

 

This project focused on improving existing DATA transit services for the captive rider in the City of Durham and capturing more of the choice rider market.  Organizational recommendations focused on the marketing and planning efforts of the program, including community and image marketing, service monitoring, and coordination of services with the public school system.  Service initiatives included the use of non-traditional service delivery models to attract new markets and to decrease the level of demand on the paratransit service, the use of feeder services to complement the mainline service, and park and ride express service to attract a new commuter market.  The plan made recommendations for additional revenue sources, passenger amenities, and fare policy and multi-trip pricing.
